Cheng Heong-Suek is a social worker and the Executive Director of the Miral Welfare Foundation, who has devoted his life to promoting the rights and welfare of people with disabilities. He has established himself as a pioneer in disability welfare in Korea by implementing various initiatives to overcome social prejudices regarding the education and independence of individuals with disabilities.
Since founding Goodwill Store in 2011, he has expanded it to 35 locations nationwide, providing over 450 individuals with developmental disabilities with stable employment and income exceeding minimum wage. In 2019, he established the Helen Keller Center, Korea's first support center for people with visual and hearing impairments, contributing to legislative amendments that secured their legal rights under the Disability Welfare Act. Furthermore, since 2004, he has organized the annual Miral Concert, creating a space for people with and without disabilities to come together. 군대는 오랜 시간 한국 사회에서 인권의 사각지대에 놓여 있었습니다. 이러한 문제를 해결하기 위해 2009년에 설립된 군인권센터는 군인들이 제복을 입은 시민임을 인식하고, 군대 내에서 발생하는 다양한 인권침해 문제에 적극적으로 대응해 왔습니다.
지난 15년간 인권침해 피해자를 지원하며, 병사들의 휴대전화 사용 허용, 군사법원 제도 개혁, 군인권보호관 도입 등 여러 정책적 변화를 선도하여 군인에게도 인권이 있다는 당연하지만 낯선 사실을 한국 사회에 확산시켜 왔습니다. 특히, 10명의 상근활동가가 연간 1,500여 건의 인권침해 사건을 상담·지원하며, 한국군 장병들의 든든한 버팀목으로 자리매김하고 있습니다.
군인권센터는 인권 교육, 상담 및 법적 지원을 포함하여, 군대 내 인권 실태 조사와 정책 개선 방안 제시로 활동 영역을 넓히고 있습니다. 피해를 입은 장병들과 그 가족들에게 신뢰받는 지원을 제공하며, 군대 내 인권 의식을 높이기 위해 다양한 캠페인과 교육 프로그램을 운영하고 있습니다.

The military has long been a blind spot for human rights in South Korea. Established in 2009, the Center for Military Human Rights Korea (CMHRK) has been actively addressing various human rights violations within the military, advocating the recognition of soldiers as citizens in uniform.
Over the past 15 years, the CMHRK has supported victims of human rights abuses and led significant policy changes, such as allowing soldiers to use mobile phones, reforming the military court system, and introducing the Military Ombudsman. These efforts have helped promote the fundamental yet often overlooked concept that soldiers are entitled to human rights, spreading awareness of this notion throughout Korean society. The center, supported by 10 full-time staff members, handles approximately 1,500 cases of human rights violations annually, serving as a steadfast pillar of support for service members.
The CMHRK’s activities encompass human rights education, counseling, legal assistance, and conducting investigations into human rights conditions within the military. They also propose policy improvements and expand awareness through various campaigns and educational programs, fostering trust and providing critical support to affected soldiers and their families.
Through these dedicated efforts and tangible achievements, the CMHRK has contributed to establishing a culture of respect for human rights, not only within the military but also in society at large. In 2024, he opened the Saejungang Urban Dale Local Center, a coworking space dedicated to startups. Currently housing eight youth-led companies, the center provides mentoring and consulting services. By offering this space free of charge, the church has become a groundbreaking example of collaboration between religious institutions and local communities in South Korea.
Additionally, Hwang leads the Little Asia Town Project in Sasang-gu, Busan, which aims to merge urban regeneration with multicultural integration.
